In order to do that, your computer must have a file server program running on it. If all you want is to let people download files, like mp3's, avi's etc, you probably want an ftp server. There are many free ftp server programs available for download; try some out! There are security issues you need to be aware of though. Google is very much your friend in this. Also, your ISP may not be happy if you run a server off your computer; in fact, many have explicit restrictions against running servers, and also love to disallow internet traffic based on what that traffic is doing (known as "closing a port (like the ftp port) to incoming traffic"). Again, google is your friend to find out more about all these issues.
