Radio Shack or a battery store that just sells batteries. I went to a battery store to replace the batteries on my rechargeable electric shaver when I was tight on cash. Cost me only $6 compared to about $40 for a new electric shaver.

Batteries Plus, Staples and Office Depot in my area all carry them. Just take in the stapler or the old battery and they can get you the type you need. Moreover, you will get a recycling credit at Batteries Plus if you bring in the old one good toward the purchase of the new one. Don't get the rechargeable ones, though, they simply don't last as long for big jobs.
