George Washington. At the end of the war, many of the officers wanted to march on the civilian government to get their backpay. This would have set a very bad precedent. The question of the supremecy of civil rule over military rule in this country would have been jepordised. Washington, through words alone, forstalled this march.
Furthermore, although he could have stayed president for as long as he wanted, he stepped down after two terms, while he was still alive. Appreciate the fact that before him, people did not simply step down from power and peacefully hand it off to the bloke who got the most votes! Had he not stepped down, it might have become a "president for life" type of thing rather what we have today.
Mirabeau said that it wasn't hard to start a revolution. It was only hard to stop one. The leadership of Washington in this arena (not even considering his ability to keep a rag-tag army marching in the face of the best military in the world) which makes him one of the greatest in history.

Winston Churchill. He led Britain through World War II and refused to surrender to the Germans. If it wasn't for Churchill, Britain would have surrendered in 1940 under a Lord Halifax government, Hitler would have turned his attention earlier to Russia (and probably won) and then the USA would have had their nuts in a sling. Try fighting Germany and Japan at the same time on your own? I don't think so!

George W. Bush
The first President in U.S. history to enter office with a criminal record.
Invaded and occupied two countries at a continuing cost of over one billion dollars per week.
Spent the U.S. surplus and effectively bankrupted the U.S. Treasury.
In his first year in office, over 2 million Americans lost their jobs and that trend continues every month.
Set the all-time record for most days on vacation in any one-year period. After taking off the entire month of August, presided over the worst security failure in U.S. history.
Proud that the members of his cabinet are the richest of any administration in U.S. history. The "poorest millionaire," Condoleeza Rice, had a Chevron oil tanker named after her.
Garnered the most sympathy for the U.S. after the World Trade Center attacks and less than a year later made the U.S. the most hated country in the world, the largest failure of diplomacy in world history.
Set the all-time record for most people worldwide to simultaneously protest against him in public venues (15 million people), shattering the record for protests against any person in the history of mankind.
In his State of the Union Address, lied about reasons for attacking Iraq and then blamed the lies on our British friends.
The first President in history to have a majority of Europeans (71%) view his presidency as the biggest threat to world peace and security.
