Hulk all the way.
Storm doesn't have near enough power to defeat the hulk.
She could zap him with lightning, but it would only make him madder and stronger. She could try blowing him away with wind, but he could stand his ground easily.
Hulk has withstood atomic blasts and gamma bombs going off right beside him with no real ill effect. He's been buried under mountains of rubble and still surfaced unharmed. The instant that hulk laid a hand on storm she would be toast.
Hulk is the strongest, and there are very few heroes or villans that could defeat him in combat.

Storm would win ! Hulk would be too mesmerized by her beauty to even consider attacking her.One strike of lightning & Hulk's gone.

i'd have to say hulk. i love x-men but hate storm. she is extremely annoying. especially in the last one.
