If the cat flap is to be fitted on the glass you need a glazier as the glass needs to be precisely cut to size. If you are replacing the glass with a cat flap instead check that if fits first.

A carpenter..but if you don't want to spend alot of money buy a cat door that is a kit all you have to do is cut the hole and put the door in and weather seal it they come with easy instructions..it you don't have the right tools you can rent them from Home Depot
