It varies state to state, but PhD level Clinical Psychologists can admit patients directly to the mental health wards if they have "privleges" at that hospital. Often, the ER physician would have to agree, but some admissions are arranged in advance. A psychiatrist (MD, or DO) may have to give a verbal telephone order as well.

A Psychologist can call the police and have you arrested if you are a danger to yourself or others. It is up to the hospital to determine if you should be kept, and if against your will, they will need a court order to hold you for longer than a specific period of time set by the laws of your state.

No, a Psychologist does not have a PH.D all they can do is talk and give advice.If they feel it is necessary they can refer you to psychiatric help. A Psychiatrist has a PH.D and can prescribe medicine, and try to convince you to put (person) your self in an Institute, but no one can force anyone into an institute unless by law or if your parents to a minor under18.

"the authority...": it depends on the proffessional incumbences of the degree, in a particular country.
you must consult the law for finding it out.
you must also hire a lawyer, they can try to fit the law towards your interests.
if both of them help: it depends in them as persons and professional skills.
