They do not all have an odd number of steps - but the rise and
run are usually regulated by "code" for a particular state
(at least in the USA).
If the stairs have to cover a particular difference in height, you
can predict the number of stairs used by the code of the state.

Staircase is made of steps that have to be a specific height by building code. regulations. The carpenter puts in enough steps to go from one level to the next using those steps of official height. Sometimes there is an odd number and sometimes there is not. Count more of them to see.

Stair cases only have an odd number of step in the eastern hemisphere.
But in the western hemisphere, they have an odd number of steps instead.

the number of risers is governed by the height of the overall staircase and the individual height of the riser its just coincidence that you have seen all odd numbers of steps.
