OK...so one person's too lazy to tell you and the other is off on something completely different. Lotta help there. You get HM 07 after solving the crisis between Kyogre & Groudon. This is a rather long task. 1st, go to the bottom of the Cave of Origin and talk to Wallace. Then go to the Sky Pillar and wake up Rayquaza(or however you get its attention, it just kind of sees you and flies off). Return to Sottopolis City to see a fairly cool scene of Rayquaza intervening in the fight between the other 2 Legendaries. Then the 3 of them leave, the weather goes back to normal, and you simply talk to Wallace again to get HM 07. But you can't use it outside of battle without the Rain Badge, which you can conviently get right there in Sootopolis City. The leader's pokemon are Sealeo, Crawdaunt, Kingdra, Whiscash, & Luvdisc, though not in that order. Hope it helps.
