Any dude who gives constant excuses for not doing something is up to something. Would YOU treat him the same way he is treating you? This is your life. Don't waste it. You should be happy with someone you can trust, and there does not sound like a whole lot of trust in that relationship.
The fact that you are asking a bunch of strangers for advice tells me that you think he's up to no good but you don't want to believe yourself.
Listen to your gut, little sister. Believe me, there are plenty of fish in the sea. Dump that jerk and find yourself a real man. My first 'one and only true love' was just using me. I was quite naive, but I learned. I got hurt. I got over it. Stop allowing him to string you along. Any man that would do that is no man at all.

WAKE UP! He lives in another country! He's making excuses! What do you think might be wrong? Perhaps he's already .....MARRIED!!!!??? You better drop this cheater BEFORE he meets your parents and you'll be totally embarassed. Don't believe a word he says.
