I'm looking to buy a new monitor and most of the monitors have 8 ms, but some have 4 and some have 16. Is it better to have a lower number like 4 ms or a higer number like 16 ms?

Lower number means faster.

4ms means it take 4 milliseconds, 16 it takes 16 milliseconds etc.

It is better to have a faster response time...it is the time the monitor takes to create the picture on the screen.

depends. If you're into watching movies and gaming, go with the lower (4 if you're a really picky hardcore gamer). If you're just getting it for everyday use, doesn't hurt (and might be cheaper) to go with the 16.
