No, you want a smaller hole. Try a 3/16 hole or even a 32nd or 64th smaller than the 3/16 inch.

He's right, it's a no. 7 drill for tapping, but if you have a drill bit set and don't have a no.7, try something just a bit smaller than 1/4", like maybe a 7/32, or possibly a 13/64".

no, a 1/4 20 bolt takes a no. 7 drill bit just drilled for holes saturday for tapping

For Standard tread (20 threads per inch) use a #7 (0.201) drill bit. For SAE (20 Threads per inch) use a #3 (0.213) bit.
