Management constantly gets so bogged down in details that we miss deadlines and move at a crawl. What's worse is we are a governmental entity so there is no "stick" or "carrot" to perform differently

try interns.
take a few interns, who want to learn the biz and give them some of the detailed tasks that need done. if you have five tasks - get 5 interns. i understand that they work for lower wages and experience. the work will be done in a fraction (1/5) of the time.

No incentive to change = no change

However, you could run things up the ladder to someone who sets the standards, but that person may be hard to find, given that you mentioned that you work for a governmental entity. That recourse is more available in for-profit firms.

The one thing you can do is learn to anticipate the details and have them covered in advance. This will help keep things moving, if you can call it that.
