This is a tough question. There have been many great men who have occupied the ultimate seat of power. I would have to say George Washington. The reason is because he was offered the position of king and turned it down. He settled for president though he didn't want that job either. We have come to know this man as the Father of our country. I think this one fact is sufficient to warrant greatest president of all time without getting into an extended discussion of the many reasons why he was given this title.
