I like to get my phones off of e-Bay. Just look for an unlocked cell phone that matches your carrier. Your carrier will use either GSM or CDMA. Below is a link that will tell you what the difference is and which carrier uses which. Then just bid and buy. I just bought a phone a few days ago. It is a Nokia that they just stopped production on. It was a $200 phone that I got for $30. As with anything on e-Bay, read the fine print.

See if the company you work for has a corporate discount for both equipment and service. After checking out the equipment at the Verizon Wireless outlet, I upgraded both my phones with my corporate rep, who gave me a deal on my second phone that was better than what the website offers. I also get a 19% discount on my calling plan every month.
