This sound like a swim blader problem and can be treated with an off the shelf medicine from your local pet store. What is happening is the swimm bladder has swelled up because of an illness this then pushes the stomach to one side causeing the fish to swim either on its side or upside down.

It could be a number of issues, but here is a solution to them all. It's from a Freshwater Fish forum.Cliff's Note: Try the isolating your fish in fresh water to see if his condition improves. If so, change out the water in your tank.

"I can not belive it! What a miracle.
Last night my male black Molly started doing the same thing that my Parrot was doing at the start of his "illness". He was staying close to the bottom of the tank, and then swirling around in circles with his belly floating upwards. I knew then that the problem was in my tank and not the specific fish. At 10PM I went to the market and bought 20 gal. of fresh mountain spring water. When I got home I put my fish into a seperate bowl with warmed spring water. At this time both of my fish were laboring and dying right before my eyes, Perry was as white as a ghost and lying flat on the bottom. I stripped my tank and threw away the gravel and started over with a clean tank. (I knew that starting over meant having to recycle all over again but I did not care my, fish were dying anyway and I had to start fresh) With in 10 min Perry was swimming upright and all of his beautiful orange color came back! A little later my Molly was swimming normaly. I then put the fish back into the clean tank with the spring water and ever since then both fish are doing better. Perry is eating and swimming and looks great for what he has been through the past 5 days! Something is wrong with the water that I was using! I never dreamed that the water I was using was killing them. The weird thing is that I have been using the same water changing teqnique for months with no prblem. There must be something in the tap water at this time. So When in doubt use fresh spring water!! So far so good, lets see what the next few days bring!"

Usually it means that the fish has lost control of its swim bladder which is a tiny sac that they can fill with air and compress and sink or expand and float. It also gives them the ability to stay right side up.

In any case your poor fish is ready for the final swim...

Sorry

What type of fish is it? If its a round sort of fish then they are very prone to floating problems. It could be swimbladder in which you can buy medication for that, or he could be constipated then you would need to feed him boiled peas but please make sure you pop the peas out of their shells when cooked as they can choke and also cut up the peas and leave to cool. Try feeding him these only for a couple of days.

It most likely has a disease that messes with the sac in the fish to keep it balanced. At this point you should check online for the specific name cause i forgot what it was and type of treatment, and go get the treatment. If this fish is with other fish then you should seperate it to avoid your other fish to get sick.

Its most likely a swimbladder problem. Don't worry, if you treat it soon witht he right medicine, your fishy will get better.
You didn't post what type of fish it is though..you can go to petco.com and search the medicines.. or just go to a fishstore and ask them do they have medicines for swim bladder problems.
Good luck!
