I do not know how to chat on the internet.Is it charged

For chatting on yahoo here are the things you require:-
1) A Yahoo account / email / ID (whatever you call it)
2) A Yahoo Messenger installed on your PC
if you dont have a Yahoo Messenger you can download it free from here http://www.messenger.yahoo.com
After downloading it, intall it to your hard disk and then run it.
In the Username field type in your username and in password your password, then click sign in.
When you get signed in, you have to add that person you wanna chat with, so you have to know his yahoo ID too, and when you have added him if he is online you will see a yellow icon (a smiley face) if it is there you can chat.
Its very ambiguous to tell more....

well, there are many no of ways to chat
some of them are by using real time environments such as instant messengers some of which are mentioned below:
yahoo messenger
windows live messenger
rediff bol
google talk or gmail mailbox (inbuilt chat facility)
skype
there are also many instant relay chats such as mirc...
well, i think these much are sufficient..

If you're chatting throught the Internet it really doesn't matter where you live, as long as you have an Internet connection.

No - you can use different ways:
Skype.
Yahoo! Messenger or other messaging programs that offer Voice connections.
NetMeeting.
