Depends on the breed. In some breeds the cows have little in the way of horns just the bulls. Others are "Polled" this involves taking an instrument a bit like a large soldering iron and holding it to the horn buds of calves. The temperature only needs to reach a little above 40*C for the germination point to stop growing.
If you look at pictures of Scottish Highland cattle you should see both cows and bulls with horns. The same is true of American Long Horns but they tend to have very wide horns - like you see on Cowboys Utes.
Indian Ongole Cattle have impressive horns that are very upright some almost touching at the top.
Channel Island Cattle - Jerseys and Guernseys -have delicate looking horns but can be used very effectively as rapiers.
