The saying is a metaphor. Things always look better to people on the other side. They see people .. or things and think how much better life would be if only they could live like that, or have certain things that people have on the other side. Who would actually want to risk changing their lives with someone else ? Not me.

it's a proverb which means that people are never happy with what they have, and imagine things to be better with other people.
if the other side is hay, then you're a cow, horse or just a hillbilly.
