They are files that are automatically created by webpages you visit on the web, they help loading the same page faster when you re-visit it. You can set the settings for it from Internet options, and sure you can delete them without any harmful effects, infact you should not let them accumulate over a limit, coz they can slow down your system. Usually a size limit of 200-250 MB for the temporary internet files folder is recommended.

While browsing all the files that we see on the webpages (ie images, clips, source codes, flash ads, banners, gif images etc etc) all these files are stored on your hard disk for better performance of browser,
These files are stored in "Temporary Internet Files" folder.
These files are maintained only for better performance of your browser at the time of browsing, it dont have to do anything with your system files, so you can delete them anyway.
And you wont lose and important information by deleting them.

all the photos on the site you visit and the cookies is saved in the temporary files, that help u to open the site fast next time, but some times it get the photos without updating, so from some time you should delete it and you ll lose nothing, the only difference the site will be slow in its first time

It's perfectly safe to delete them.
Temporary internet files keep track of where you've been on the net, saving certain parts of the information (like pictures) to your hard drive so those web pages can be pulled up faster if you decide to visit them again (faster because it's coming from your hard drive rather than your slower internet connection).

When you use Internet websites are temporary save these files into the folder named temporary internet files.It does not effect on your system or information if you can remove them.

Temperory files are of waste of space and system will be slow. So delete evry time.
www.ccleaner.com down load the cleaner if u run this then automatically the temperory files will be deleted.
