It would depend on the manufacturer and which department you were in, Missie's, Juniors, Petites.

A 28" waist is about an 8 in Missie's, a 10 in Petites, an 8 in Talls, or a 11 in Juniors. Juniors have a smaller straighter cut than the women's sizes in Missie's, Talls, and Petites.

There are more measurements that are needed for a fit. What may fit in the waist could be too small in the hips, or too tight in the legs. Go to the store and try on different sizes, ranging from one size smaller than listed above to one size larger. Try on different brands and cuts.

I wear size 29 jeans, and I usually wear a size 8, so size 28 might be a 6.

10-12, as a coarse instruction manual as outfits manufacturers dont stick to the comparable rules in sizing... so some outfits a 12 will sense like a ten and visa versa. some 12's in outfits are looser greater healthful and are greater like a 14!

It's usually an 8, though shop sizes vary so widely it's hard to tell most of the time!
