I dunno. depends how the bad the rust is. surface rust can be rubbed down and treated before painted.

I'm a body man for the USAF and this is what I can tell you...
Old paint is the best primer you can have so don't remove it unless it's bad.
I don't know what kind of metal is used on a camper, but I suspect it might be aluminum. I know aluminum doesn't rust, but steel might be used on the trim and aluminum on the panels. You can test it by seeing if a magnet sticks to it. (Use a fairly decent magnet...a refrigerator magnet might not be an accurate test).
If the magnet doesn't stick, you're dealing with aluminum which is a whole new ballgame. You need special adhesion promoters to spray over aluminum...best let a pro do it.
But if it's steel, you will need to completely remove the rust. If it's just surface rust, you can sand it down and treat it. But if it's eating away at the metal, you'll need to cut it out and use either fiberglass or weld new metal in it's place.
Painting is 90% in the prep work. You have to make sure you use the correct grit sandpaper, primer, paint, etc.
You might want to save yourself a lot of headache and time by bringing it to an earl shiebs or Maaco that will do the job for cheap. But the product won't be a show finish so don't expect much. I suspect it would be better than what you could do on your own though.

theres no cure for rusty metal , you can rub the rust down , prime it and paint over it but it will come back i can asure you , it will take about 4 months to come back best to replace the panels that are rusty , if you have the money , all the panels are easy to obtain , there is a company called "just campers" that sell just about every think !only the areas that are rusty or replaced need to be primed , providing the glossed areas are sound they just need rubbing down with fine wet or dry flating paper ,(800 grade) use plenty of water. when ready to spray make sure the surface is clean and dry , and free from oil and grease by useing a solvent degreaser , lastly , remove any dust with a taky rag before spraying , , try to make a good job , cus these campers are worth good money , and can fetch up to 4 or 5 grand if in a nice condition .

The best thing to do, is take it to a body shop, and let a professional look at it. Advice don't cost anything, and you might just decide to let someone with the right experience and equipment to do the job. From the way you describe it, it's hard to make a judgment call, as nobody can see the rust, type of metal, or how bad the problem really is. Good Luck!

Dont prime all the vehicle just where you have rubbed it down to bare metal and use a wet and dry paper to take the shine off the rest of your paintwork ,make sure you take out any small scratches etc because if you dont when you put your new paint back on all those sort of things will show good luck its a big job if you have not done it before

how much rust are we talking about? is it a hole or surface or lots of scale?
scale=wire brush, sand ,rust converter,light sand, primer,paint
hole=clean to bare metal, rivet or weld a patch in place,fill in with filler smooth with sandpaper,primer and paint. All steps are given with the warning of use of all instructions on all products. talk with the sales rep about books to read and techniques to use
