Yes you do, it is a wild animal and you need to have a licence to keep any wild animal, the RSPCA will issue you with one if you can make a good case for wanting to keep such an animal. You will have to demonstrate on a regular basis that you are keeping the animal in appropriate conditions, otherwise they will revoke the licence and you could have a hefty fine too. The licence will cost you around £110 per year.

All you need to do is get a hedgehog to "adopt" your garden as his/her territory. Don't feed it milk and bread, try catfood mixed with a little water.
Hedgehogs are nocturnal so there's not much point in trying to keep one as an inside pet; let them enjoy the outdoors! If you see a hedgehog active during the day there's something wrong, it's ill or hurt.

Depends on where you are at. In the US, some states do not allow hedgehogs because they are exotic, other states you only need a license if you are breeding and selling them.

no just nice thick gloves,a giant garden, woodlands to the rear,a male or female companion for it,and a bit of paper that explains why people would want to keep a wild animal locked up.

As far as I know you are not allowed to keep wild animals as pets.
I'm not sure how sanctuaries that care for injured specimens work - probably, they MUST let the animal return to the wild if it is considered healthy.
