the bandwidth of the site has exceeded their allowed amount (they are over using their network.) In otherwords they thought they would be having a demand of lets say 10Megs of traffic at a time, but they have people using the site at a demand of 11 Megs so do to the fact they were contracted for 10 Meg the provider has shut down the website (probablly by nulling out the IP adress) and sending your request to see the site to the 404 trash can.

You can't until they by more bandwidth or the cap is removed. With my host they'll wait till the end of the month before removing it.
