by definition 'wettest' means cover by a liquid or saturated? So the question itself is wrong. a liquid cannot be wettest.
However if your asking which liquid causes things to be wet the best then thats a 'it depends' answer. Water works well on fabrics however it fails on items that have a coating. In those cases often a alcohol or chemical based liquid works better as they breakdown that barrier.

Wetness is defined by the strength of the surface tension of a liquid. The lower the tension the 'wetter' the liquid. Water doesn't even come close to being the wettest, with things like paraffin and petrol being 'wetter'.

In my opinion,the liquid with the lowest viscosity would be the wettest. (Able to soak through porous materials such as clothing most easily) For example...Petroleum (gasoline) has a much lower viscosity than water,so it will soak into materials more easily than water. Viscosity is the "thickness" of the liquid. Water has a much lower viscosity than syrup,for example.

I'm pretty sure that wetness is inversely proportional to surface tension. That is, a fluid with greater surface tension is less wet, and a fluid with less surface tension is wetter. I can't find a source, but I suspect that rubbing alcohol is probably wetter than water.
