.jar files are openable with a utility called WinRar, also can use WinZip, but opening them will only show you the folders/files inside. nevetheless u should give it a try...

Firstly *.jar and *.jad file is comprission files such as *.zip
you need a program to open them

form other hand the comprission data could be java or C++ and so on thus it depend on what they are and if they designed for Mobiles.

can ever open an exe file ? no. it simply executes. same is with .jar i guess. but you may open it with, may be ,hex edit.
