I don't think so. Rheumatism is not caused by the temperature of the water you bathe in. Most sources dealing with rheumatism tend to focus on arthritis. The reading I have been doing about blood sugar imbalances suggests that arthritis can be a result of high insulin causing excessive bony growth in the joints.

Of course, if that is happening, cold water baths may make it feel worse.
