Personal data... there is a law that this is personal and can not be read, written or coppied without the User(S) (WINDOWS XP USER) permission. If there is data read, wrote and/or copied without permission of the User then this is known as Data Theft and is take very harshly if prosocuted. Think of it as reading someones mail which contains PIN numbers.... same thing invading privacy. But if it's friends and you dont care.... it's fine if you don't prosocute!

In the UK we have to DATA PROTECTION ACT, which basically means that any personal information a company has on you has to be stored on a secure/encrypted system or site.

Is this a personal computer or at work? In the US you can keep anything you want on the pc (at work) but your company can use 1. monitoring tools to monitor your productivy, 2. gain access to what ever is on your work PC to monitor you. 3. You cannot use your PC for illegal activities.
