Today - Chelsea.
Ever - you can choose from ...

Preston North End 1888. Won the league without losing a game and the Cup without conceding a goal. Known as 'The Invincibles'.
Huddersfield Town 1920s. Won the League three years in succession, lead to success by the mastery of Herbert Chapman.
Arsenal 1930s. Success began when Herbert Chapman arrived. Provided most of the England team that beat World Champions Italy at 'The Battle Of Highbury'.
Manchester United 1950s & 1960s. Sir Matt Busby built two wonderful teams - The Busby Babes, who were so cruelly destroyed in the Munich Air Disaster, and his team of the 60s that included Charlton, Best and Law ('The Holy Trinity'). Memories of the Babes, who are unrecorded on film, fades every year as you have to be in your sixties now to have seen them play and remember it. All who saw Edwards, Byrne and the rest said they were the greatest.
Liverpool 60s, 70s and 80s. Essentially three magnificent teams that blended one into the other. No other English team has matched their success in Europe, nor does any look like doing so. With players like Clemence, Hansen, Dalglish, Souness and Rush they were efficient and magnificent - virtually unbeatable at home for four years.
Arsenal / Manchester United 90s. Lots of trophies, and a treble for United, but more years and nostalgia are needed before they can be compared to the teams of the past.
So take your pick.
My personal choice would be the Babes, and I am a Liverpool fan....

I'm a Bolton fan and always have been, and although i'm biased, it seems as if they are underestimated. We are on the swame level as Arsenal and We can beat Man Utd when we put our minds to it, but we're still considered as one of the worst teams in the premiership.
Although, i do have to say, that, when they play to the best of their ability, Arsenal are practically unstoppable. They have the talent and the skill and the management, but they just don't use it.

If by greatest you mean 'won the most' it would have to be liverpool:
Liverpool are the most successful club in the history of English football. Liverpool have won eighteen First Division titles, seven FA Cups, seven League Cups, five UEFA Champions League titles and three UEFA Cups.
Manchester united come a distant second:
Having won the FA Premier League/Football League 15 times, FA Cup 11 times, the League Cup twice, the European Cup twice, the UEFA Cup Winners Cup once, the Intercontinental Cup once, and the European Super Cup once.
and all the rest are just wannabes.

It depends how you define greatness and when you're referring to.
Over the last 100 years Liverpool have been best, winning most trophies.
Man Utd have world reknown greatness, being one of the most popular and succesful clubs in the world.
Chelsea have been great the last couple of seasons.
I don't agree with Chelsea's greatness as it's pretty much been bought, so I would choose between Liverpool and Man Utd.
