I think you are asking about the screen at the start where you type your password right? not yout background pic like the other answers are telling you about. click that link at the bottom you should be able to download a free program so you can change it.

1. Go to Start>> Control Panel >> Appearance and Themes( or
Display) >> Change DesktopBackground.
2. Right click on ur desktop>> Go to properties>> Select
Desktop Tab.

Right click on your desktop and select properties and then desktop.You can choose some of the backgrounds already provided. If you find a photo on the internet that you would like to be your background, right click on the photo and "set as background" should be one of your options.

Click ur right mouse button, click properties, click background and select ur favorite wallpaper. Click Apply and Click Ok to save the setting.
