You normally have an oily coating on your skin that prevents water from soaking into it. If you are in soapy or chlorinated water the oily coating is removed and the water enters your skin. Your cells are slightly salty, salt is hydrophillic; i.e it attracts water, so your cells fill with water and swell up, this process is called osmosis.
You'll notice that this doesn't happen in salt water. The ocean is saltier than you are so the salt in the ocean 'attracts' the water more than you do.
