You can get into Jamaica with a birth certificate instead of a passport. However, beginning the end of this year you will need a passport to re-enter the US.

ENTRY/EXIT REQUIREMENTS U.S. citizens traveling as tourists may enter Jamaica with a U.S. passport or a certified U.S. birth certificate and current, government issued photo identification. Persons traveling with U.S. passports tend to encounter fewer difficulties upon departure than those who choose to use other documents. Visitors must have a return ticket and be able to show sufficient funds for their visit.

However, just FYI, they are changing the laws for you to get back into the US and you will need a passport for that when it goes into effect. And I can vouche for far less hassels coming from Jamaica after I got my passport. Before that, using just by Birth Certificate I was hassled everytime upon reentering the US. Now, No Problem Mon.
