Knowing and not doing means you know the procedure of doing something but you are not making any effort. And if you are not doing it than you are equal to the one who is ignorant but he is even worse than him because he is a shirker.

They may have the same consequences, so in some way, they are equal. The question is if consequences are the most important part in the equation, or maybe intention (somebody may know and not do out of laziness, or out of personal principles, or because of other knowledge, those aren't equal at all).
