In the paranoid atmosphere post-9/11, with people afraid to fly and with rampant Islamaphobia in the UK and USA, does this title play on subconcious fears created by the War on Terror and the inherent racism of Western people?

no its a stupid film made from ideas gathered on the Internet but now you have mentioned it someone probably will think its racist some people are paranoid and over sensitive

I very much doubt that the people who wrote the script for 'Snakes on a Plane' had the brain capacity to even unknowingly make a racist connection. Lets face it the film is not exactly brain food. Surely they could have figured out to lower the temperature on the plane to the extent that the snakes were unable to move. 'Oh i guess that would have made sense!'
