I have worked with many people including brilliant professors who want to have a great site for free without much work. That is not possible. If you want state of the art, you have to pay the service a lot.

It is extra for chat and for animation etc. Do you have any idea how difficult it is to do animations? But don't be discouraged. You can do easy pages for free here or at GeoCities but you have to put in some time and effort.

you need an operating system (linux works best although windows can be used). you need a webserver and apache is best for this (runs on linux or windows). you probably will need to install some webserver technologies if you want to develop and dynamic website and i would recommend php (scripting) & mysql (database). All of which run under windows as well. You need to open port 80 to traffice. You need a domain name. You can get these free but they are unfriendly whereas you can get one for a few pounds a year from a domain name supplier such as lycos.
