need animation program?

can anyone tell me a free proram i can use to make a frame by frame flash animation?

Gimp will help you make a frame by frame gif89 animation, not flash.

If you're able to get Photoshop CS2, that allows you to save as a flash file.

But I definitely recommend you do gif89s if you're just looking to do simple animations for the web and not a miniseries or something interactive.
