No. You need a wireless broadband router (if you want to share internet). This is what manages the connections between the network and the internet. Wireless cards on their own are useless.

Yes. You need to set the wireless cards to Ad-Hoc mode and they can connect. If one of the two computers is on the internet, that computer in Ad-hoc mode can route the internet to the second computer.
