i want to publish mywebsite and needed a host.the host requires some dollar to be paid online using visa/master card.however i am in Africa and no such service >can i buy a VISA/MasterCard by proxy ?how much it cost?
can i tell a friend where the card is available to buy me the card.

You could call visa and buy one with a check, etc- called a check card and some places have it so you can buy one and load it with a certain amount like Discover (1-800-DISCOVER).
You will need a checking # though - some way to pay for it.

the mastercard service i am afriad is not available in your country, but probably that you can apply through the bank in your country with partnership with visa card
