you don't "buy" a visa/mastercard...you apply for one...most companies no longer have annual fees...however when you charge on the card and do not pay your bill in full they can apply an interest rate which is generally determined by a % + prime = ing APR...i hope this helps :)

If you are asking about VISA or MasterCard CREDIT cards - the question has been answered by the others here.
If you are asking about VISA or MasterCard DEBIT cards - those are usually attached to your bank account as debit cards.
Prepaid Cards are a totally different story - just run a search on "prepaid VISA cards" or "prepaid MasterCard" and see how many hits you get.

As everyone has already stated the cards should be free unless it is a debit card and your bank has charges.
Although I have seen companies that want to charge you to set you up with a credit card in order to help you reestablish your credit, and have found that most of these are bogus and just want to kick you while you are done. Trying to get money from you and offering little if any help getting your credit back on track.
I have seen one like described above that wanted money, but had you put it into the account so that it would be the funds you were running your account off of.

Nothing if you have good credit. If you do not the companies ask you to sign up for a secured credit card to which you put however much money you want on a card.

You do not buy a credit card . They buy you and your future. Use cash (debit) and the banks will not own you.

You can go to a drugstore and buy one for 10 bucks. Then you pay in advance for how much you want to spend.
