That's pretty subjective. There is no real "best" answer to that kind of question.
That said, some of my favorites are Castlevania: Symphony of the Night (phenominal 2D game and argueably the best in the series) and Silent Hill (one of my personal favorite series). Ape Escape is a cool platformer, and Syphon Filter 1, 2 and 3 are all wonderful third person shooters.
Chrono Cross is a great RPG if you've never played it before. If you want to try something a little less obvious, Breath of Fire 3 and 4 are great, overlooked and underrated RPGs from Capcom.

Driver. Because of the airtime glitches. And the monumental number of gameshark codes.
