My computer is from the U.S. and I moved to Dubai, U.A.E. about a year ago. I recently bought a season of Everybody Loves Raymond from the U.S. and brought it here and when I put it in the computer, it does not work. It is an american computer with american drives and an american DVD. Why is the computer telling me that the region cannot be played? It said something about regions 1,2, and I think 4. How can I fix this?

I tried to put one of the drives to 2 and it said a disc with region 2 needs to be in it to change it.

Well, you can't get rid of region encoding on computer DVD drives- hardware manufacturers are required to support it. You may be able to change it (I think a total of 4 times max), but that shouldn't be necessary if the machine was purchased in the USA. Just go into my computer, check the properties of the DVD drive, and there should be a DVD region tab. But don't change anything until you've confirmed the region encoding on the DVD boxset. The USA and Canada are region 1 while UAE is region 2.

There are inepensive standalone DVD players which are advertised as "region free" but even they are required to have a default region in order to be legally sold. It's just you can clear/change the region with simple commands from the remote.

on your desktop, right-click "My Computer" icon, click "explore" then right-click on your DVD-drive (usually "D") then click on properties, click on "Hardware", then click on "DVD Region" - you can change the region setting that corresponds to the country you are in. but since your DVDs are from the US your dvd drive must be set to region 1. strange, but check your dvd-drive region setting whether it had automatically changed to a new region setting (?)
