Apparently it was the Italian Renaissance painters. Cartoon (or cartone) means painted on paper, an Italian term for a fresco painted on paper rather than a wall.

Not very specific question.
But if you're talking about the first cartoonist to create the modern newspaper comic strip...well, most comic historians would agree that honor goes to Richard F. Outcault, whose comic strip "The Yellow Kid" first appeared in The New York World in 1896.
