Unlike the first responder, I DO believe you could be looking at calcium and her advice to use soap will get your neighbours gossiping about the mass of bubbles in your backyard, where the pool used to be. It's common in a concrete pool, that if the water gets aggressive, it'll try to take calcium from where it can get it and deposit it when the calcium hardness of the pool water has been satisfied. Likely what's happened to you. It can also be deposited on the pool sides by a waterfall or spa overflow. The trick is to get it before it becomes and issue, with a wire pool brush. I assume this is on the tile, as that's where it usually accumulates. You can use what the pros use, it's called pool block. It's volcanic pumice stone. It's safe to use on tile and marbalite. Do not use it on painted surfaces.
It will take care of the calcium, above water and below. It'll leave fine grit on the bottom that will need to be vacc'd up afterwards, that's normal.

I think you need to take your water in for testing. It is free at most pool supply places. There are metal removers that can be added each time ou add water to the pool. Since you already have the build up (I am not convinced it is calcium) then you will have to get in, scrub down and polish up. It is a bummer, but part of owning a pool If you want to know what to clean it with, Home Depot will carry what the pool supply co will have, you need a polish that will ot harm the surface. Or just use some soap and lots of elbow grease.

Good luck. How lucky we are to have a pool to clean though.

lots and lots of lime away, but then you would have to drain the pool
