Erasing your hard disk will not remove all your personal information. Even reformatting your disk will not remove all the data. Some unscrupulous hacker could get to your sensitive information. You need to get special software that will completely remove your info. You can get some of it for free.
Ask Yahoo! had a more complete answer to this question and a link to software for accomplishing the task:

Plz ensure before selling/gifting your old computer that the hard-disk is completely erased. Depending upon the sensitivity of the information you used to store on your machine, there are several methods of making disk almost unretrievalble which can be easily googled. But here I am to suggest the method to erase the hard disk which even the top security agencies world over admire. The method is Darik's Boot and Nuke disk. For more information and downloading DBAN go to:
http://dban.sourceforge.net/
caution: handle this utility with care because it is just like a NUKE capable of destroying all the data present on hard-disk to the extent unrecoverable by any of the known forensic means.
Having said this, it is notable that no software method can guarantee 100% erasing/deleting the data from the disk...there is always a possibility to retrieve the data, hence the ultimate method of getting rid of the sensitive information is to physically destroy the hard-disk.

To completely erase the data, first collect the corresponding disk manager (a software) of your hard disk. Then find the option "zero fill drive". After zero filling, your hard disk will be totally empty, the partitions will be dropped and all data will be lost.
Steps:
1. Collect a start up floppy disk of win98.
2. Boot with the startup disk.
3. Insert the disk manager floppy.
4. Run the command -> DM
5. Find the option "Zero fill drive".
6. Wait for the full hard disk to be zero-filled.
7. Done.

Run windows xp installation process and remove all the existing partitions. Re-create partition and format the drive. If you are working with windows 98, boot the computer with 98 cd and run fdisk from command prompt and remove all the partitions. Re-create partition and format the drive.

Hi there. Go to this site: http://www.webroot.com and download the trial version of Window Washer. Once that is done, and you have installed it in your machine, click on the option 4 in the main window of Window Washer, which is called "Wash Utilities". In there , click on "Create Boot Disk". This erases the Hard Disk completely. And Webroot assures this. I have used this software and it sure is AWESOME
