In my humble opinion there's no such thing as an underpopulated country. The world is overcrowded and it can't sustain all the 6.5 billion people who live on it. A couple of decades from now, we won't need any human workers. All the work, including skilled work, will be done by machines. Quality of life is highest in countries like Australia and Canada with low population densities.

Absolutely!
We have 32-million people in a country slightly larger than China which has over a billion.
We are in the top 10 least densely populated countries in the world.
The 3 northern territories of Canada are the size of western & central Europe but have less than half a million people.

Canada's population is comparable to that of California which is between 30-35 million people. Although Canada is much bigger than the US in term of territory.

Canada doesn't have very many people, and they don't have much habitable land, either. 90% of the Canadian population lives within 300 miles of the US border. The northern expanses of their vast country and cold and inhospitable.
