Practice, practice, practice. Try speaking nothing but English. Watch lots of English movies and TV. Take an 'English as a Second Language' course.

start with reading books. read the easier one first then gradually move to the harder one. keep a dictionary with you always to check the meaning you dont know. write the meaning down on a diary and read it everyday atleast once. speak a lot eventhough how difficult it may seem to you. if you got problem with tenses get yourself a grammer book but the books can be often confusing... start writing in english may be journal or something... and remember to NEVER GIVE UP!!!!

Find out where there are ESL classes going on in your area and attend them. Watching TV and reading could help your English a little also.
