Hot water can in fact freeze faster than cold water for a wide range of experimental conditions.
1.The reduced mass will make it easier for the water to cool and freeze.
2.Hot water can hold less dissolved gas than cold water, and large amounts of gas escape upon boiling. So the initially warmer water may have less dissolved gas than the initially cooler water. This changes the properties of the water in some way, decreasing the amount of heat required to freeze a unit mass of water, or changing the boiling point. In short, hot water does freeze sooner than cold water under a wide range of circumstances.

It can do.
But its not because of the temperature, when the water is heated dissolved solutes (calcium and magnesium bicarbonate)precipitate out, in water that has not been heated the solutes become more concentrated as the liquid is frozen, these lower the freezing point so the remaining liquid water has to cool further. Also this lowered freezing point reduces the temperature difference between the water and the surroundings so heat is lost more slowly

This effect is only noticed if hard water (water with a high concentration of the solutes) is used.

That's impossible, because hot water has to cool down which means it turns into cold water then freezes. Cold water misses a step, so it's quicker.

Yes it does. The molecules are spread out further because of the heat. These molecules are spead out like butter on toast. Anyone can prove this by putting hot water into an ice tray and timing it versus cold water in an ice tray. When the molecules are spread out like this from the heat, there's actually less occupied space for heat when it's being cooled.

I learned about this after being taught about hypothermia and the dangers of warming up the victim. The physics are the same in terms of when the body drops in tempeture in this scenario.
