If you're lucky, when you connect the phone as a USB device, the phone should show up as a mounted volume in explorer. You should be able to browse your file like any other drive.
If you have a removeable memory card, plug into a card reader.
If you phone/computer supports bluetooth, try that.

It depends on the phone. Some phones can usb, some bluetooth. You may need software, sometimes this software needs to be purchased from your service provider. Your best bet is to provide more detailed information such as the phone and the provider that you have as well as what kind of information you are trying to get off it. Pictures, videos, contacts?
