According to the Law of my country, yes, she's definately responsible for any damage that might occur from "her" tree, even if the next door neighbour agrees not to cut the brach.
However, I think she should ask the Forest Athorities or the Police (I do not know what Public Service stands for that in Maryland) whether she has the right to do it, because such an old tree might be considered a Natural Monument or something. If she has no right to cut the "dangerous" branch, then she is not responsible for damages occured.

South Alabama... A tree at an apartment complex fell on my fathers house next door. Their(the appartments) insurance would not cover the damage. His homeowners insurance got the bill. Your daughters neighbors can cut the branch and she isn't liable for any damages.

Not sure about in Maryland, but here in NY (or at least in my part of the neck of the woods) she would be. That's what they told my father when the neighbors branch came crashing through my father's roof of his house.

Tell your daughter to ask the neighbor to look into having the tree on their side trimmed. Maybe they can split the cost and avoid a neighbor problem..
