I think you need to see a doctor. What you have is probably a condition called phimosis. They can make a minor adjustment or incision to fix it. Just make sure they let you keep your foreskin! There are a lot of drawbacks to getting circumcised. I wish I hadn't been circumcised. Some circumcised men stretch skin from the rest of their penises to cover the glans like it's supposed to be covered. One group that advocates that treatment is NORM, and their site is http://www.norm.org/ . I intend to try it as soon as I get some good tape (they recommend using tape to slowly stretch enough skin to act as a foreskin, although it can take a few years). Good night!

You suffer from a condition called Phimosis. You are not on you own with this!!!
Many people will answer here saying to get it cut (circumsized) but there are other alternatives. It takes time and work for it to be fully retractable!!!
1.) Can you pull it back when soft?
2.) Can you pul it back when hard?
I cant do it soft or hard... but I am slowly making progress!!!
Either way.... look into 'stretching'. This is a technique I am doing and slowly getting results
You may need to see a doctor to get a type of steroids cream (0.05%). This will help speed up the process. I am seeing my doctor soon!!

Probably related to how much skin taken off at circumcision, if you had one. Otherwise past infections and not always cleaning under the foreskin could leave scarring and pain as you describe. So you might gradually clear it up, or you might need to check with Doctor, and get a prescription to clear infection and inflammation.

Try pulling it back in a warm soapy bath !!! The warm water and soap should help it peal back...If this does not work, go see your doctor.
It could just be a build up of smeg.

Maybe your foreskin is too tight and you need that extra bit of skin snipping off. They numb it first.
