I don't think so, considering that the presidential form of government is one of the best so to speak. The present form of government is not actually a problem in implementing its laws and answering the needs of its citizenry. The problem lies on the implementors, the one who were handling the system of government. It is where the problem really exists.

Actually any form of government is good as long as it is geared towards the upliftment of its citizenry. However, whatever form of government a country has will still have problems if its implementors (of the laws) will the first one to violate the same as well as the needs of its citizenry will not be taking into consideration.

So, the best way to deal with is not actually a change in the form of government but a change of attitude of every citizens of that particular country. Otherwise, even we change annually the form of government, but the way we handle it is still the same, there is no reason why. Same banana.

New form or of its old, Philippines will still be governed by the same people. The same leadership of different clothing.

But as for the question, I believe we need some changes in the Constitution but not to the extent of changing the whole, because the best constitution is still the revolutionary Constitution and not the free will for graft and corruption.

The Federal should just be included in the text as one of the Governing Bodies just like that of the Bureau(executive body) and could/should not be influence by the Politicians.

Do you presume, there is a formal Government in Philipines that is ruling the nation?

Only the President is elected with a name of a Political Party wearing either yellow or orange shirt!! Just peep in side the senate and congress. The members are playing cards, dancing to various tunes, they stuck lot of deals not on the nation's ineterest but for their families' future benifits.

Once Mr. Fidel Ramos said "I want to study and solve all the problems that Philipines is facing once for all, on the national interest and seal the recurring expenses."

But he was only studying the problems during his tenure but no concrete measures were taken to bury the problems once for all in a good grave yard, due to severe natural calamities and some political urest. It seems somebody wanted to strip his belt and wear that to some one else.

Philipines is having lot of hard working, brilliant heads but are under utilised by the nation's highest office. There is no intellectual freedom for those who are born in the land of "Ramon Megsase"!

The constitution of Philipines is an utter confusing legal document which seems to run the Government on the principle "We have trust in the existance of God - The Constitution comes under the Holy Cross" - Indirectly it confirms that Philipines is a Christian dominated nation with a secular feeling!

How can the people of the Island of Mindanao accept the above concept being from a different faith altogether?

So the existing constitution requires certianly a revision by adding and deleting certain most important areas that actually deals with Individual Rights, Collective Rights, Civil Services, Freedom of movement, Individual limitation to hold the immovable property, Rule of Law, Civil Administration, Education, Commerce, Tapping Natural Wealth, Industires, Finance, Insurance & Banking etc.

Once a single law controls a particular subject, a concrete answer can be ascertained. For one question, if two answers are available, a third will follow, as wanted by unscrupulous politicians and their supporting lawers. All the loop holes & gaps have to be sealed, so the wealth will not flow out unnecessarily.

There, the nation survives, a number of foreigners will come to Philipines and negotiate for business. Otherwise all the Khabayan & kabayanthse have to locate a job out side their nation only, for survival.

On revising the existing constitution, that will create, assure confidence to the citizen and investers of local & foreign origin!!!

The Philippines is drowned with too much laws, decrees, executive orders, etc. What it needs are the right people who are morally credible to implement these laws. The Philippines does not need Charter Change but CHARACTER CHANGE and POLITICAL WILL among the lawgivers and administrators.
